How to get legendaries from pokemon silver and gold on diamond?

How do you get legendaries from silver and gold on pokemon diamond without an action replay? Do you catch them somewhere? Because I know you can’t migrate them.

Actually you can migrate them if you have them on a GBA pokemon game. Just put your gba game where you have them in the gba games slot and go to the PalPark in route 221 after defeating the elite four.
You must first find and catch them, they are located in the following areas:
Celebi appears in the forest area
Entei appears in the mountain area
Suicune appears in the mountain area
Raikou appears in the mountain area
Lugia appears in the mountain area
Ho-oh appears in the mountain area

If you dont have them in the GBA games:
To get the legendary dogs in GBA you must play Pokemon FireRed of GreenLeaf and after defeating the league you will find one of them in the grass, like latios and latias in Emerald.
You will find:
Raikou if you chose squirtle as your first pokemon
Entei if you chose bulbasaur as your first pokemon
Suicune if you chose charmander as your first pokemon

Unfortunately, to get Lugia and Ho-oh you need a special event ticket or receive them in an event held by nintendo.
For celebi, there is no in-game event so you must get it from a event held by nintendo.

Another way is, if you have registered the pokemon you want in your pokedex, you can get them by trading in the GTS
